I am one of your constituents and am writing today to remind you of the ban on US adoptions enacted by the Russian Federation on January 1, 2013.

This ban has resulted in a humanitarian tragedy for thousands of children, many with significant disabilities, who could be in loving families in the US right now, but instead continue to languish in Russian orphanages where the conditions can be truly horrific (Please see Human Rights Watch’s 2014 report for details http://www.hrw.org/node/128935 ).

More personally, there are still approximately 25 Russian children who met and bonded with their prospective American parents in 2012 and yet remain in orphanages today, four years later, because of the ban. One of these parents is a friend of mine and I assure you that these 'pipeline parents' remain completely dedicated to their intended children and have worked ceaselessly both to help the children while they wait and to find a way for them to come home. 

In early 2017 a letter will be sent from Congress to the President-elect requesting that he work together with President Putin to find a way for these children to finally join the American families who love them. I urge you to sign this letter and be a voice for these voiceless children.
